Ok, so the rental companies skirt around the I-9 process by engaging these “independent” contractors. But they are still required to obtain a filled-out IRS form W-9 from each contractor.
So, the question comes, are these contractors or are they employees according to the IRS regulations? If the latter, these rental companies are in for a world of hurt.
The next step is to audit these contractors, because I seriously doubt that they are declaring the income. Finally, indict them all as unregistered lobbyists.
