In the 1990's the black "leaders" yelled that it was racist to keep white neighborhoods crime free but not black neighborhoods. So there was a shift to better police black neighborhoods. Which is where more crime was.

So more blacks were being locked up than whites. Then the black "leaders" said it was racist to arrest more blacks than whites.

One problem that blacks have of their communities getting somewhere is too many of them fall for the sensationalist political talking point of what's best for the "black community" and not enough stay on point to actually get real improvements.
