There hasn’t been a “budget bill” since 1996...pass a real balanced budget. “Make the BBB great again”. If a “refundable tax credit” (like “EITC”) then yes it adds to the budget deficit...”something for nothing”/welfare. If a tax credit against taxes paid then not so much.
