18 U.S.C. § 1951 (Hobbs Act): Prohibits interference with commerce through extortion or conspiracy, which could apply to preventing legislative action affecting interstate commerce.

18 U.S.C. § 1752: Prohibits intentional disruption of government business, which extends to state legislative functions when they affect federal interests.

18 U.S.C. § 595: Prohibits interference by government employees (including state officials) with electoral or governmental processes.

Article IV Section 4 guarantees to the states a republican form of government. Illinois enabling Democrats to block the republican form of government in Texas is unconstitutional interference in another state's government.

Impressive! But wrong.

18 U.S.C. § 1951 The current issue has nothing to do with interstate commerce.

18 U.S.C. § 1752 Deals with breaking into a facility or using violence to disrupt an official function. Irrelevant.

18 U.S.C. § 595 No government employee can interfere in uses his official authority for the purpose of interfering with, or affecting, the nomination or the election of any candidate for the office of President or other candidate. Irrelevant.

Article IV Section 4 protects against invasion or domestic violence. Yet again, irrelevant.
