I’ve known kids younger than that have a phone. They do have like “Disney Phones” that the kids can only call parents, grandparents, relatives and approved friends. Also 911 if needed. But I don’t think a lot of these parents are using those phones. I would if it were my kid.

You’re kidding, right? Three year olds have phones. It’s the modern version of planting your kid in front of the tv so you can get some work done. Much more dangerous, though, because although tv programs and advertisers intended to influence kids to think a certain way, social media is designed to do that to a much higher degree, plus actually addict them to their platforms. It becomes an actual addiction, and going away the phone or computer causes withdrawal symptoms. It has a billable ICD-10 code!
