Historically, it seems, the most successful prosecutions happen when the indictments are announced before the acknowledgment of the grand jury having been empaneled . . .
I must admit the Congressional testimony of those called will be silenced with the usual “do to an ongoing investigation” or “I must exercise my 5th Amendment rights ...”.
