The Russians probably have already bought all the foreign machine tools that they’ll need for years.

The article does not offer a single source saying any such offer has been made, or is coming. This is a “fake-it-till-you-make-it” news story designed to try to push them into it. The reason is that we can then start no-fly zone patrols, and it means we can relax on the crunch for sending them SAMS which are in very short supply.

This is a wishful thinking article... just watch. Russia is not so stupid as to fall for this. And India and Brazil have both rejected the tariffs and pointed out that WE buy more from Russia than they do, Titanium, Uranium, Fertilizer and more. India comedically told them that we should stop trading with Russia before demanding that they do so.
And Brazil sells us about 15% of our beef.

The sanctions are going to fall apart if they ever even start. Try telling consumers that skyrocketing beef prices are because of tariffs to support Ukraine.
