The article does not offer a single source saying any such offer has been made, or is coming. This is a “fake-it-till-you-make-it” news story designed to try to push them into it. The reason is that we can then start no-fly zone patrols, and it means we can relax on the crunch for sending them SAMS which are in very short supply.

And India and Brazil have both rejected the tariffs and pointed out that WE buy more from Russia than they do, Titanium, Uranium, Fertilizer and more.
