When I was young, school didn’t start back until after Labor Day. They began gradually creeping it further and further back until it now starts in late July in our area.
My suspicion is that it has to do with a change in culture. In my day and time, the husband was the primary bread winner, and the wife often stayed home with the kids. Now two bread winners are needed to make ends meet. So, most families can’t afford to pay for child care for 3 months or more, so they have curbed things back to five or six weeks.

School year always began day after Labor Day and ended first week of June. Now I see kids going back early or mid August. As a kid, I'd prefer more time off in the summer than adding days around holidays in the winter months.
Now two bread winners are needed to make ends meet.

Two incomes are needed if the family follows what today’s society tells people what they need to be accepted.
A family can definitely get by with only the father’s job. The family has to be willing to forego the luxurious lifestyle—eating out regularly, lots of vacations, entertainment and internet subscriptions, gym memberships, beauty salons, tattoos, lots of parties, shopping on Amazon, latest and most expensive phones and tech gadgets, multiple new cars, tons of toys, new designer clothes, keeping up with the Jones’ living.
If people would humble themselves, cook at home, live more simply and gain homesteading skills and finds a good church, the mother could work at home caring for the children. She could even raise some extra money at home, babysitting, cooking or whatever. The children would be better off and many of diet- related health issues would disappear.
My bet is that the teacher unions are behind it.
