The only people this inconveniences are the poor folks who have to count and bag it. The people this guy is angry at don’t give a hoot.
I understand the feeling…but target your “malicious compliance” towards the people who deserve it. Not their minions.

Oh, c'mon. People assume that people have to count every single copper round by hand. The picture plainly shows that the coin is in the middle of a room. So the solution is simple: rent an industrial sized coin counter, and use a shovel to feed the coin into the counter. Depending on the coin counter rented, you get either bagged coin, or rolled coin. (I used to work for a company that manufactured machines to count and roll coin -- it's not hard.)
The bigger problem is the sheer weight of the coin; that will require some real muscle, and the services of a Brink's truck to take it to a bank.
