The only reason to do this is because the government intends to go full on tyrannist and they can't trust the natives to enforce the will of the government. But foreign fighter, who are dependent upon the government, can be trusted to enforce that will.

Not a Taliban who is a fighter?

If the first, it seems better than the second. But they are still Afghans, bringing all that with them (and they can fight).
