In the Chinese culture it’s considered ok to break any rule as long as you don’t get caught.
Generalizing? Too much truth.
It isn’t just the Chinese. There is an ancient Roman (Catholic) proverb that “It is easier to ask forgiveness than to ask permission.”
I say that as a Catholic Theologian, and caution people that to recall that something is said about the easy path in the Sermon on the Mount. Those speaking the proverb generally are either universalists or have confidence in purgatory, perhaps too much confidence.
The road to hell is paved with Miters. Another good proverb.
