Considering the situation of the increasing violence by Muslims in Africa and the political situation in South Africa (and other nations) it makes sense to help certain African nations stay economically viable and politically friendly to the U.S.

One thing about Islam is that they have rules. Then they'll clean up the country (relatively speaking). No booze. No pork. Etc.

So you can see why people would want to convert to Islam in Africa.
