Yes. They should be arrested for public harassment and incitement. Their victims are not public figures but private citizens with the right to a degree of privacy in their public dealings. Furthermore, since they are engaged in commercial activity (clicks and revenue) the victims are unpaid contributors to the harassers’ YT earnings.
YT is also at fault for rewarding the harassment with revenue and should be held financially and if appropriate legally responsible.
Whenever I see harassment YTs I report the abuse and cite YT’s civil and legal liability for compensating their content providers to harass people.
