Congress likely cannot do a single thing about past pardons. The pardon power in the constitution exist only in the president of United States, and is pretty much unlimited and cannot be regulated in any way by Congress. Further, you will have a lot of RINOs who will not vote to overturn a pardon, no matter how much evidence there is that Biden did not sign those pardons himself. Besides, it would be difficult to prove this, in the present circumstances, because Biden is claiming that he authorized what happened.
What should be done instead is for Congress to pass a law that will severely punish any government employee who uses an auto pen or any other means or device to sign the name of the president on any official act. Basically, it would be a law against forging the signature of the president. There could be a mandatory term of 20 years, with no parole or plea bargain permitted.

Because Biden didn't physically sign this himself, it opens up a can of worms who did, and by what authority. Congress could pass a law regulating POTUS's use of the autopen. It's not something the founders anticipated when writing the constitution. Since POTUS must faithfully execute the law, and Congress passes the laws, SCOTUS would need to decide the constitutional arguments. The spineless in Congress would need to act first before anything can be done.
