The real price of Urals oil, is what they can sell it for to China and India, who buy the great bulk of it. They don’t pay the spot price, they get a huge discount (because of the effect of sanctions, making Russia a distressed seller).

The average price that Urals exports are actually selling for, is $52. That is what Russia is getting revenue on, not some titular spot price, at which precious few marginal barrels are sold.

“MOSCOW, July 3 (Reuters) - Russia’s oil and gas revenue fell 33.7% year-on-year in June to 494.8 billion roubles ($6.29 billion), its lowest since January 2023, finance ministry data showed on Thursday”

Here’s one from back in May, also from Reuters, that includes Russian ESPO grade oil (which sells for more than their higher volume Urals grade).

https://www.reuters.com/business/energy/russias-oil-price-roubles-two-year-low-40-below-budgeted-level-data-shows-2025-05-06/

“According to Reuters calculations, the average price of Russia’s mix of Urals and ESPO blends dipped on May 2 to $48.92 per barrel, or 3,987 roubles, which is more than 40% below the 6,726 roubles the government had originally planned for this year.”
