The credit card company made a ‘bad’ gamble when it lent out the money.

I tried to pay the Mexican government with my debit card.

My bank refused the transaction.

If I tried to buy something from a tax haven country, my bank would refuse the transaction.

Credit card companies can and do refuse to do transactions when a risk is involved.

All that needs to be done is to have the business sign a contract to gain access to the credit card system:

“We will not submit gambling charges to your system. We agree to refund any amounts we receive for the purposes of gambling and will also pay the reasonable expenses of the credit card company to obtain such refunds.”
