I am not sure the Big Beautiful Bill was so great. If recissions can get passed I may reconsider.
Regular Constitutional order, the sine qua non of Congressional spending control, has been a memory since 9/11/01. We should be all about demanding it’s return.
In the meantime, though, This Guy is starting to wonder whether annual budgets are part of the problem since they confined Congress’s capacity to effectively develop an effective and efficient plan for long-term capital spending.
The two-year term of House Representatives, and the inability of a current Congress to bind future Congresses, potentially being unavoidable structural impediments.
Every Democrat was against it.
Every single one.
Tells me it wasn’t a Swamp First bill.
