In this case though, the tragedy is that lives were lost, and many of those lives were not residents along the river.

I used to stay at an RV park right on the Guadalupe River. My camper was probably 6 feet above the river level. It was during a drought. There were broken trees 20 feet up along the bank from a previous flood.
