W is a vowel in Welsh. “Double U.”
I know, that is why I described it as nothing "WE WOULD RECOGNIZE" as a vowel. I have seen English books what all list "W" along with "Y" as a vowel, acting as part of a diphthong in words like "how" and "saw".
