Of course not, it is a figurative statement alluding to being able to provide valid proof of service somehow.
My driver's license says "Veteran" and I did have to provide a DD 214 to prove it to them. Same for my VA ID card.
My Oregon drivers license says the same, and I also provided a DD 214. You can say a lot about Oregon, and I do too, but they still do take care of veterans.
Not my poor brother, tho. He has medical issues, for which he has full VA disability. With all of his disability payments, tho, his income was just slightly too much to get any help from anybody when he was defrauded by a "friend", and lost his house and car.
