Maybe that’s for the Iranians to read.
I would think there is a detailed battle plan and strategy for all anti-American countries from our forces.
That’s why they say “four ships joined the carrier group” and so on. Not made up as they go along, already plans for contingencies.

Governments have senor people say things to inform potential adversaries. The more dramatic the message the further the speaker is from the seat of power. China will have a retired general give a speech or write an article detailing their plans to decapitate the US with a surgical atomic strike. Something like this which was released as the US and Iran are conducting talks is probably aimed at making them take the offer on the table more seriously.

The fact that Trump has been presented with a detailed plan containing several options should be a surprise to no one.
At the least, it should serve as a stark reminder to Iran that this administration is very different from the Obama - Biden administrations.

There are always plans being made. You do not task the moving parts in an attack like that in an hour. So, the planning is constant.
And I am sure there are A, B, C, and D versions.
We still have plans to attack Canada. Updated annually from 1816 on.
