The articles have repeatedly said “rounds in the chamber” but nothing about rounds in the magazines.

I have confidence in US Marines to follow the ROE and act with professionalism including if needed the use of deadly force.

It certainly happened in Beirut prior to the 1983 bombing; there had been too many accidental discharges, and the word came down that the weapons were to be unloaded.
The one Marine standing guard who did manage to get a few shots off at the speeding truck had to take the time to load the magazine into the rifle before he could fire.

It takes a fraction of a second to chamber a round (at least it did with the M-16A1/2 I used back in the day).
