Because upon receipt of the bodies and confirmation of their identity, the Ukrainian government must pay death benefits to their families amounting to several billion USD for all the corpses awaiting return. The Ukrainian government is basically wholly funded by the US at this point but the money is still tight, thus the foot-dragging over this.

The reason the exchange of the war dead is being delayed and/or prevented by Zelensky is because there are so many more dead Ukrainians than Russians.

If the reality is exposed, it harms the chances of Ukraine getting money from us and will enrage the Ukrainian population.

“Yesterday trucks packed with the dead bodies of Ukrainian armed forces soldiers stood all day at the border between Belarus and Ukraine, a body exchange was supposed to take place. They were supposed to come and retrieve these bodies but no one from the Ukrainian side ever showed up, they waited all day but no one came from the other side. No one wanted or was willing to collect the bodies. I think this is quite telling it clearly shows how the Ukrainian authorities actually treat their fallen soldiers and probably all the money has already been embezzled and now no one wants to pay compensation to the families of these dead soldiers.”

Having seen your thread earlier, I thought to look again to see which of the more avid Zelensky fans would comment.

Conspicuous by their absence and apologia for the treatment of their fallen soldiers.

It seems this small facet of and footnote to the was between officially non-NATO Ukraine and non-NATO Russia does not interest them. On a related subject:

Ukraine has declined to pay holders of $2.6 billion in warrants linked to the country's GDP, defaulting on its sovereign debt payment, the Wall Street Journal reported on June 3.

The country's Finance Ministry announced last week it would skip a $665 million government debt payment after failing to agree on restructuring terms with creditors.

Ukraine said in April it had failed to reach an agreement to restructure a debt consisting of so-called GDP warrants, a financial instrument that gives the debtholder the right to additional payments based on economic performance.
