Should be reserved for Naval and Marine heroes when they want to name a vessel after a person. How about Commanders-In-Chief? Jimmy Carter wasn't much of a president, but he served honorably in the Navy.

Exactly, name ships after Navy and Marine heroes, or cities and states. I’d include presidents but they’d name the next one the USS Biden.
