New public housing might be created by government providing a site and letting a commercial builder build at his own risk a building in which he gets say a percentage of the space, the right to pick and evict the subsidized tenants and a monthly payment of say 50 cents per square foot for space occupied by subsidized tenants.
The percentage might be determined by competitive bid.

Also there could be a renter's 'FICO' style score - where rents can be adjusted by percentage based on 'renter's good will' score
If a renter has trashed a number of apartments they might pay 20% more in rent for the same place until they get 'their score' up.
One, it protects the 'landlord' and two it's a real life natural response to bad renters that allows them to overcome earlier bad choices. THAT alone would help housing. Throw out the scolding, guild trips, victim-hood crapola and add common sense incentives...
