I think, in 1970-1980’s NYC, the NYPD had a “stakeout squad”. Their task was to stake out a convenience store or other business with a high likelihood of being robbed.

IIRC, they seemed to ‘shoot first, ask questions later’ of the perps. Frequently, the perps were unable to answer questions.

Stop and Frisk was killed by the city council. That practice prevented a lot of crimes.
