I don't mean to state the obvious, but if he was a green card holder, all he would need to do is produce the green card and he would be released.
Unless there is something more going on than just his immigration status.

The choice of words was “migrated” instead of immigrated.
I would take that as his parents being mojados the crossed the Rio Grande other than legally.
Suspect the subject of the story has had some arrest in his past and now he gets to tour in Mexico.
