Initial negotiations are never between heads of state. Once negotiators have hammered out an agreement and ironed out the details, then the leaders may meet for a summit to seal the deal and pose for “historic moment” photos.

Exactly. Putin has not proposed a face to face with Zelensky, but a meeting of their direct representatives without going through a third party.
Then I guess Putin, who proposed the meeting, is an ignoramus.
And don’t tell me what never happens. Trump breaks those rules every day.
Zelensky has already traveled there for the meeting, at Trump’s request.
