I somewhat agree with you there. During WW2, Pius XII played a bad hand as best he could. Keeping the Germans from occupying Vatican City was itself a remarkable accomplishment. I have no ax to grind against him.
But there is considerable evidence that lesser Church officials were involved in the ratlines. The Vatican itself has commented on that.
