Republicans in Congress have that power today. The Republican House of Representatives controls the appropriations process. All they have to do is not allow Planned Parenthood funding in any appropriations bill.

Unfortunately they continuously vote for the big omnibus spending bills pouring billions of dollars into NGO’s, like Planned Parenthood, fully aligned with the leftist agenda.
