Actually we are, thanks to the Neocons - it’s just that neither side sees a benefit in declaring the war. A country doesn’t have to formally have troops on the ground to be at war...sending missiles into another country is more than enough to meet that criteria.
But as it is, it looks like Ukraine wants Russia to first take Odessa before they’ll be ready to sit down and talk, which is probably just fine with the Russians.
We’ve been in a proxy war, but our proxy’s ultimate string pullers want to escalate it.
