So according to you: the US, Russia & Ukraine are equal. Rather, "Ukrainian has much corruption as does Russia" does make sense, meaning they both do, like as "the United States has an obesity problem as does Egypt," but in both cases a comma is warranted.
What does not make sense is that this means they are equally so. .
