Were that true, I would suggest reading 8 USC 1324 which deals with illegal aliens (what the fascist press calls 'migrants')l
Would removing an illegal alien from pending custody of ICE, the judge takes the culprit thru the secure escape judges use in an emergency ..., that could easily be construed to be 'encouragement' presented in USC 1324.
