I disagree with anyone who thinks they can gain rights to all the water, and that nobody else has a human right to any water.
Water is almost never free. It requires money or labor to bring it where it needs to be. Carry it in a bucket or pipe it in, catch it in a rainfall cistern, none are “free”.
