One reason organized crime has been so successful in the United States is they generally stay away from ordinary people. The people they torture, and murder are those who deal with them, borrow money, buy drugs, deal drugs, hire prostitutes, recruit runners and low-level people etc. If these people fear gang violence, it’s because they earned that violence.
