It’s very heartbreaking and terrifying to see.
I had a professor in constitutional law who actually had quite a career drafting constitutions for third world countries.
He had survived the Nazis in Germany and so he put stuff like this in constitutions, in the belief it would prevent a nazi-like party from coming to power.
He was honest enough to admit that in every country they used his provisions to outlaw the opposition and install a dictatorship.

Yep. A hate crime is based on what a person was thinking (and not on what he was actually doing). But there is no device that can read minds.
So what do the authorities do? They just assume the person was thinking the worst. Very Stalinist, that.
