I’ve spent a lot of time in India and have worked with many Indian companies. Theft or skimming from bloated government is a way of life, part of the culture, and a national sport in India. It is expected.

The view is - if you don’t take the opportunity to skim, fake or steal for yourself and your family when the opportunity arises, you are a fool.

I would say its due to socialism of the last 70 years, but its also deeply imbedded in their culture also.

My brother worked for Standard Oil and did some time in Nigeria.

Payoffs were expected. When my brother would fly in country , there would be a Standard Oil employee that would greet him at the airport, that person would handle all required payoffs . So much goes to the security guys , the Customs guys gets X amount, so on and so forth. No payoff, do not pass Go.
