Slaves weren't considered citizens in the Roman Empire. They were the property of their owners.
The Roman Empire did not have an income tax or sales tax on its citizens, just a property tax.
The purpose of the census, usually conducted every five years, was to figure out how much land and livestock each citizen possessed, and based on the amount of property owned, they were placed in one of ten tax brackets.
The majority of Roman citizens were plebians, meaning they did not own property, and therefore did not pay taxes.
