Maybe, a few times a month, like the current American president (Trump), Putin could sign executive orders as he holds off the cuff press conferences. And to break the monotony, Putin could also deliver a lengthy public speech or two with many ad-libbed asides.

Otherwise, people might begin to suspect that Putin is becoming like our immediate previous US president (Biden) -- feeble and addle-brained.
