I was raised in Del Rio, Tx. The damn Mexicans have been stealing all my life. The water level at Lake Amistad is and has been at historic lows.

Claim all the waterways along the border as us territory and fence it off and let Mexico try and take it back.

There are water agreements between Mexico and Texas. Mexico hasn’t delivered the water it is supposed to deliver for years.

Places like Texas with periodic floods and droughts need to build themselves giant cistern-aquifers. Catch the flood water, slowly clean it, then release it when needed.

I’ve seen a natural cavern that could easily hold a cathedral, which could also hold a LOT of water.
