I remember walking into the SS office in NC about 20 years ago. Oddly, I felt like the only English speaking person there.

For some reason I was directed to a window that appeared to be for English speaking customers. The whole thing took less than 20 minutes.

Same here in Boulder, Colorado. They had several interpreters on hand to help the poor foreigners sign up.
