There are all sorts of things Congress can do. They can create or dissolve federal districts if they wish. They can remove the federal courts jurisdiction over certain areas if they wish. They can impeach and remove federal judges not just for crimes but for anything they don't consider to be "good behavior".

Beyond the above, they can't cut a judge's salary but they can remove all funding for a judge's clerks for example. They can remove all federal marshals from courthouses (why does the judiciary have ANY enforcement power at all? Its not supposed to). They can disallow a judge's expenses. There are LOTS of ways Congress can punish even individual judges if they wish. The Republicans need to single out activist leftists on the federal bench and do a lot of the above. Stick these provisions into the federal budget. Then they can pass it through the Senate with a simple majority vote via Reconciliation - ie no need to worry about the filibuster.
