Starting with the Obama administration there have been extensive attempts to “make nice” with Iran. This included unblocking frozen funds and even sending pallets of cash.
To be fair there was no full diplomatic effort to normalize relations. Lots of people complain about the optics of the “pallets of cash”, but in reality this was Iranian money (and interest proceeds) that the US effectively stole from them by way of sanctions freezes.
