At least 5 million more have fled and live outside Ukraine, and a fifth of the country — another 5 million people — is under Russian occupation.
Sounds like 10 million Ukrainians not being counted as Ukrainians in the article.
Once the war is over, it's likely that those who fled the war will come back; perhaps not all, but the majority The occupied territory is still Ukrainian territory, and when the war is over and if Russia is not gifted that territory, those Ukrainians will be counted as Ukrainians.
The war is still ongoing, but the number who still identify as Ukrainians will be more than the article suggests. And who is going to have babies during war?

Long before Victoria Nuland of the U.S. State Department and her globalists cohorts overthrew the Ukrainian government in 2014, the young in Ukraine wanted Ukraine to join the EU - not to better Ukraine but to get their EU work cards and leave.
