The Soviet Union was never given the power to dictate which countries NATO would allow to join, there was no agreement of such a thing. The Soviet Union disappeared 35 years ago, although judging by your tag, I see your interest in conflating Russia with it.
We informed Russia we had no interest in expanding NATO to the east after the Soviet Union fell.
