Just to put some reality into this;
The legislators noted that an average diesel truck can be refilled in about 10 minutes and can drive for about 2,000 miles. Pull into a truck stop, pump 400 gallons of diesel, and be back on the road in 10 minutes? I don't think so.

Well, if I don’t have to wait in line, I’ve put 150 gallons in our 40ft Class A and been back on the road in under 10 minutes.
