Your data would suggest that it's not FreeRepublic per se, that FR is just collateral damage amongst a much larger problem e.g. Charter/Spectrum.
That traceroute is horrific. I wonder if either through a bad patch/configuration update, or some unfortunate fat-fingering, or some hacking/sabotage, somebody managed to scrog some DNS or BGP settings.
The internet generally is self-healing around damage, but that comes at a price of lowered efficiency and performance, greater path lengths/latency, until somebody actually implements a proper corrective action.
