No. It is important for some things to have very limited access. If Trump wants his cabinet head to have access to the “Cat Poo” program, he can authorize it. Until he does, they are NOT allowed access because they do not need to know and because when something is known by enough people, even people with a TS clearance, it DOES leak.
Fair enough—maybe what I am asking for is an Executive Order from President Trump that states that his cabinet officers have a blanket need to know everything in their agency with zero exceptions.
(I think it is obvious and unnecessary but it would clarify the situation for any hard core bureaucrats.)

And who knows if Trump knows about a particular program? Maybe the bureaucrats decide that our duly elected President doesn’t need to know so that he cannot even know to grant access. Face it, the Deep State is real and anything that supports its independent and illegal actions must be dismantled. Pam Bondi is the Attorney General of the United States and should be able to see anything that goes on inside the DOJ or the Trump administration does not really control it.
