It was widely reported that the drug companies would be protected from lawsuits for adverse reactions. Suing is very costly. I'd have to get a lawyer who'd take it on a contingency basis. And class action suits end up with rich lawyers and small payouts to the damaged.
Maybe President Trump will correct that down the line.
