I'm going to take a stab at this and suggest that USAID isn't the only globohomo support that is being offered. What about UKAID, FrenchieAID, EUAID, NATOAID etc...,? I imagine the 'AID' money is continuing to flow, somewhat slower w/o USAID but still flowing.
